Executive Director of InternetLab Joins Brazilian President’s Advisory Council

Fernanda Campagnucci has also been appointed to the federal government's collegiate body that will contribute to the country's digital transformation agenda

The Brazilian federal government announced a new composition of the Council for Sustainable Economic and Social Development (CDESS), known as ‘Conselhão,’ in a publication in the Federal Official Gazette on Monday, August 4. Fernanda Campagnucci, the executive director of InternetLab, was appointed by the President of the Republic for the new term from 2025 to 2027.

The composition and operation of the CDESS are governed by Decree No. 11,454/2023. This collegiate body is made up of recognized leaders from various sectors in the country, tasked with advising the President of the Republic, producing normative recommendations, and other guidelines. Representatives include social movements, civil society organizations, trade unions, the productive sector, and the business sector.

“This is an important forum for dialogue to enhance the debate on major political, social, and economic issues in the country, and the digital and Internet governance agenda cannot fail to permeate these discussions,” notes Campagnucci.

Digital Agenda

Along with this position, Campagnucci also joined the Advisory Board of the Interministerial Committee for Digital Transformation (CITDIGITAL), established by Decree No. 12,308/2024. This body unites representatives from different federal government departments. The appointment was published in Ordinance No. 9, dated July 22, 2025.

Campagnucci represents the Rights in Network Coalition through InternetLab, alongside Helena Martins (DiraCom) and Rodolfo da Silva Avelino (Coletivo Digital). Other appointees include experts with renowned experience in the field from the private sector.

The main responsibilities of the new collegiate body include: “I – to support CITDigital in developing strategic guidelines and providing technical support to strengthen the digital agenda for social and economic development, democracy, and digital sovereignty; II – advise the Plenary and Executive Committee of CITDigital, including reviewing strategic guidelines, plans, and government programs related to digital transformation; and III – assist in the exchange and promotion of dialogue with the scientific and technological community, the productive sector, and society.”

The inaugural meeting will take place on August 6 in Brasília.
